We shall certainly want to return to finance at a later stage, after we know just what kind of activities we want to recommend. In the meantime we oughtn't perhaps to frighten the Foreign office too much? I noticed Prideaux Brune suddenly make a note when you mentioned £10,000,000 at the last meeting! After all if the West Indies can get some way in the next ten years on the figures in the Irvine Re ort, a reconstituted Hong Kong might get a long way further on something less than £10,000,000.
(a) Miscellaneous. A number of other reasons have been given in the documents already circulated, in the 1939 Hong Kong University Development Committee's Report and in our meeting lust time, why the Lugard policy never succeeded, or why it might not succeed if an attempt were made to launch it now. E.g. language difficulties; cost of living in Hong Kong; difficulty of Hong Kong graduates in getting jobs in China (stated in H..U.A.C.7, answered by 8loss last time in 1912 there were next to no Chinese universities, in 1946 there are dozens; Miss Ruston proposes to look through the papers, and try to let you have a short list of headings under this head either before the meeting or on her arrival.
